Missourians vote on constitutional amendments in the August 4 primary and the November general election. Here's a plain-English rundown, plus where Jessica stands on the ones that hit District 49 families hardest.
Continues for another 10 years the existing one-tenth-of-one-percent sales/use tax that funds soil and water conservation and Missouri's state parks and historic sites. It renews a tax that's already on the books. It isn't a new one.
Requires charter counties, Jackson County included, to elect their county assessor and to meet training standards set in state law.
Amendment 4 would require citizen ballot measures to pass in every one of Missouri's congressional districts. That means a single district, with as little as 7% of voters, could veto what the whole rest of the state approved. It takes power out of your hands and gives it to the politicians and the special interests behind them. Jessica is voting NO on 4 to protect majority rule.
Amendment 5 phases out the state income tax and opens the door to new sales taxes on the things families can't go without: groceries, medicine, a trip to the doctor, childcare. The average Missouri family could end up paying about $535 more a year while our public schools, Medicaid, and rural hospitals lose the funding they count on. Jessica is voting NO on 5.
A proposed amendment to roll back the reproductive-rights amendment Missouri voters approved in 2024, banning most abortions with exceptions for rape, incest, and medical emergencies.
Other measures expected in November include affirming that most Missouri sheriffs are elected and creating a state "sovereign wealth" investment fund. A referendum on the 2025 congressional map and a measure to protect voter-approved initiatives may also appear.
November measures are still being certified and may change. Always confirm the final ballot with the Missouri Secretary of State.
